Also when you say lower numbers I don't know if you mean that with the CR you go 40/5 and with the AR you go 25/5, in which case that's entirely a weapon difference, and thus you can just ignore the rest of what I am going to say because your up and beyond any advice I can give you.
TTK is low enough to allow most flanked targets to be dropped before a reaction, especially with any of the main rifles, thus I'm guessing you play a light assault (the simplest and most effective of scout builds, also very popular with most scouts). In which case, the better weapon is just something that's hard to ignore.
If you are indeed determined on working the AR in, I would probably switch to a slightly more defensive / flanking playstyle as compared to the run and gun which the CR works wonderfully at.
I'm also curious about what you get out of that basic precision enhancer, I'm tired so I might be missing something but I don't believe it brings you below 36 (45*.9 skill*.9 module) which is the next major hurdle in which case any person who dampens would only do so to get below that mark (or any smart person at any rate). In its place you could throw on a basic dampener to beat out proto scanners, scan range to catch more medium/heavies, or something else if you have the room.
Some swear up and down about kinCats but I find them a bit pricey fitting wise to justify them post nerf and AA. I'm not going to say don't run them through, as its more of a preference thing for me.
I myself might need to be schooled on this bit (among other things) as I am curious on what you see in advance flux grenades as I only run standard. Standard already wipes out all infantry shields and equipment related items and at advance you get 300 extra damage and .6 radius for 10cpu 1pg. The only thing I can see them useful for is anti shield tank av. The main reason why I'm picking on this bit is because if you wanted to tank a little bit more you can downgrade this and throw on an armor plate over the precision mod if you intend on a non dampening build.
My $.02 at any rate, hopefully there was something useful in my past midnight zombie typing.
