Yup. The exact formula isn't known to the players but all evidence confirms that each match carries a small base pay rate. You get a percentage of that based on how much of the match you played. Then the total value of the enemy's gear that your team destroys is pooled, maths are applied, and then ISK is distributed based on WP.
Long time ago during closed BETA they had people at an Asian Gaming Convention (can't remember actual name) try out the game using special DEV-only gear. I played solo up against 2 of them and went 19-1 and got payed 7.5 million ISK for the match. Fun times.

Something no one has mentioned is what the bottom of your team's leaderboard looks like. They made AFK'ing a match much more difficult and the game really isn't drawing new players anymore. You might be seeing new names but they are probably ALT's. Both of those things mean you're going to have less people on your team going 0/15 with 50 WP meaning that you might be getting your normal amount of WP but that all of a sudden represents a smaller portion of your team total.
Although that is probably not as big a contributor to the drop in pay compared to people running cheaper suits and the huge reduction in vehicle cost but it is probably the reason so many players get confused about how the payout system works.

I don't know about FW gear but as far as I know AUR gear is added to the pool at market value so I would assume FW is too. Anecdotal evidence confirms this, at least for AUR gear. Not to mention it would be incredibly stupid for CCP to not add the value to the pool.
Before you make jokes about CCP doing stupid things I know...but you have to give them a bit of credit as they do tend to get the simple things right, especially when it comes to economics. Now I paid you a compliment CCP so don't you screw me and make me look like an ass.
