PRO v PRO = 1 clip
And all AV to be balanced from that.

Swarms are the only pure AV weapons we have and that aren't restricted by choice of dropsuit.
Those must be the metric by which all AV is balanced.
*voidfaction's point is also incredibly valid in this discussion.
