or team work and using the rite kind of AV?
Current FG is good. Current FG TTK against HAVs (except hardener-stacking ones) is good I can solo most tanks with an FG; the only time I can't is when they pop multiple hardeners. Shield tanks can be frustrating to solo, considering their massive burst EHP, but that's kind of the whole point, so I'm okay with that. Remove hardener stacking, nerf railgun damage a little, remove damage mod stacking, and IMO HAVs and AV would be in a good place for balance. Just need to bring PLC and SL to the right level at that point (AV nades can go f*ck themselves). Hardener stacking hasn't really bothered me. Only a few times have I ran into someone who's hardener lasted longer than mine (and I have max skills) which only surprised me at most and all I thought was "good for them." They won't have enough EHP to deal with a railgun though, which is what I switched to.
Honestly, being able to stack hardeners offers more variety. A triple hardened Gunnlogi will stand up to almost any infantry AV, but because it lacks a shield extender, it goes down easily to a railgun. A Gunnlogi with two hardeners active at once will be able to stand up against anything, but when they go offline, that's your opportunity to destroy it; they had to give up something for a second hardener, and that will cost them their tank.
An all-rounded fit uses one hardener in any combination with a booster, extender, or damage amplifier. It gives it more flexibility than a fit with stacked hardeners. I for example run an extender, hardener, and missile damage amp. The unhardened buffer usually gives me enough time to react to incoming alpha damage, but if I know I'm going to face another tank, then my hardener makes better use of my 3950 shield. And finally the damage amplifier allows me to dish out enough damage to single-volley most armor tanks, otherwise I'd have to reload while they continue to damage me; in the end I'd take more damage if I had dual hardeners running than if I single-volleyed the armor tank with a damage amp. The damage amp even allows me to single-volley unhardened shield tanks without an extender as well (don't underestimate those extenders people!)
I've ran a triple hardened Gunnlogi myself and I'll say that it just slaughters infantry (keep in mind I use missiles), but it's inability to dish out a lot of damage due to the lack of a damage amp and it's inability to soak a lot of damage without an extender either loses a lot of tank fights or barely wins. I've barely used this fit before I stopped running it because I didn't like the flexibility I had to give up to become perma-hardened.
