Let high end corps throw money at districts to make a semi-immediate attack that bypasses anyone else's claims to attack it. Corp A has its districts locked. Corp B hates that, so Corp B throws, I dunno, ~150m ISK down to grease the wheels of some pilots and CONCORD bureaucrats to gain the right to attack the district in an hour and not a day. Corp A receives a "ALL HANDS ON DECK!" alert and starts frantically making phone calls and emails to its members. Battles occur as regular for PC matches but these corps can now rapidly go through their wallets, coordinate scheduled attacks on districts, and actually have some high end stuff to do in the game instead of sitting on pubs. Most corps would throw money at this just to spite other corps and try to cut into their wallets more so than try to increase their own. This would probably revitalize PC overnight and give those pesky high end players some teeth grinding level of adrenaline we're all looking for. Top tier corps have something to spend money on and a reason to fight, casual players feel better about the suddenly cleared up pub matches, and everyone's happy.
You'd need a counter-bribe system where the other corp could also bribe concord to keep the attack from happening, otherwise, I like it.

But a one-hour attack situation is still not a functional game idea, and would not revitalize PC. All it'd mean is Nyain San would hold 100% of Molden Heath instead of like 50%.
The game isn't large enough, and the players aren't coordinated enough, for it to be possible to defend a district all hours of the day.
Everyone gets 1 district as a "home base" which operates under normal rules? Might encourage a little diversity, at the very least bigger corps might let some midrange groups into their alliances and give them a district of their own so they can keep it more easily defended.
Which adds more meta because then they would naturally tax the earnings of that district like some kind of PC 'protection racket". In the end the big elite corps would technically still control things, and get a lot (but not all!) of the money, but it's markedly better than what we have now.
I'm sure plenty of midrange corps would be happy to get their own little 40 acres and a mule in PC at the cost of a little protection money and joining an alliance. Imperfect (no pun intended) diversity is still diversity.

Well, for one, that would be immeasurably better than what we have now, where 99% of corporations have no district at all.
Second, I meant do this in conjunction with the proposal in the OP. That way you don't have to defend every district you own every hour of the day, which would be exhausting and would still keep smaller corps out of PC because they would not have the manpower to do it. They can have their one district on a timer they set to a time period they are able to field a team to defend it, which would be exempt from the bribe and attack mechanic proposed by the OP.
You want more than one district, though, well, you better be able to defend it on a moments notice.
EDIT: I saw your earlier post and I think you are seriously overestimating Nyain San. There's no way they could hold the number of districts they have now if they didn't have them locked to timers that are on asian time zones. Even if they were as skilled of players as people think (which they aren't, AE has much more talent, even 0.H still does), they simply don't have the manpower to do it.
