Given that most scrambler rifles have a "charge" function, it's reasonable to assume that there is also a capacitor so that higher voltages can be achieved.

However, I would like to point out that the ferro crystals are actually part of an active camouflage system. My rationale behind this is due to this simple statement in the dropsuit description (which is also in that post):
This high-tech suit is coated in adaptive camouflage, a thin layer of bio-hermetic membranes interwoven with microscopic optical sensors that control millions of individual pigment ferro-crystals.
Therefore, the shield systems have absolutely no relation to ferro crystals, nor do said crystals have anything to do with the ability for an active scanner to detect you.
