I can't seem to make any progress. No matter what rig I run with I'm not getting any better.
I can't improve as a player until I can figure out what works best for me, but I can't figure out what works for me because I'm dead before I can even make a kill with the new loadout.
Something may actually be working but I wouldn't know because I'm using militia gear. Maybe that guy I riddled with my MAR would have been a kill but instead all I seemed to do was tap him on the shoulder and then point to the bullseye on my chest. So I think I need to upgrade my gear options but I don't want to invest skills in weapons and armor that I wont ever use again.
What's a newb to do in this situation?

You stated in another thread that you've been playing only a few weeks, OP. This is going to be a very difficult place for you for a while. That being said, you need to find yourself a squad. I again really urge you to join The Learning Coalition to get some tips from great scouts, heavies and assault or even tanker and pilots.
For the skills, I've VERY glad you haven't skilled into anything yet. I would recommend you search these forums for Fox Gaden. He has written a crap ton of guides that speak to each roles and how best to work with them in the game as it is. He painstakingly goes back through each one after each update to ensure all information is correct.
First and foremost: skill into core upgrades on your main!
That means, under skills: Dropsuit Upgrades -> Armor/Shields also Core -> Electronics and Engineering.
No matter what role you end up loving, these skills will help you. What they provide is:
Armor: +5% armor per level Shield: +5% shield per level Electronics/Engineering: +5% CPU/PG per level
That means if you max out these core skills, without having skilling into ANY suit, no matter what you wear will have 25% more armor, more shields and more pg/cpu for you to use. This goes a very long way towards your survivability.
Now, you're going to need to start testing weapons and EQ to see what really resonates with you. What you want to do is start creating alt characters. You'll notice you can create up to 3 per account. Create a new character but keep your main. Make sure passive stays on your main and that you skill into core consistently.
On the alt character, spend all available sp into one suit and one weapon. Go out and test it. Do you like it? Not sure? makes some mental notes on how it overall feels. If you really hate it, stop, but if you don't play with it a few weeks and use the earned sp in battle to level it up some more. After you are through, delete the alt. Now create a new alt character. Do the same thing with the next suit/weapon.
Keeping doing this. By the time you find your niche, that 'omg this fits me exactly', you can delete all your alts and go back to your main and spend all that passive SP on the thing you love.

Some of the fixes in 1.8 will make the game more bearable and less frustrating. They will be increasing the Time To Kill (TTK) so that you might actually have time to realize that you are being shot at before you die. Maybe with practice you will even have time to dive for cover.
In the mean time you might try just stacking shield extenders and armour plate on your suit to achieve the same result. Sort of a workaround until they fix TTK.
Another thing that might help you is to try to sneak around behind people and shoot then in the back of the head when they are shooting the other way, or hacking. This gives you a little time to line up a head shot for a quick kill before they can react.
If those ides donGÇÖt work for you, go play with remote explosives.

Also, just some extra thoughts. Once you get some experience on your side, you'll start to notice that the level of suit only gets you so far and individual player skills are what really win in this game. ONLY when you have found your niche and have some good experience on your belt (this helps because you'll have muscle memory on controls and a good idea of map layouts already), I'd recommend you also use an alt to practice 3 things:
1. strafing. Learn it. Love it. Use it. http://www.youtube.com/watch?v=PYXffQMXXxM
2. gun game. Once you get really comfortable with the game, you may or may not have better gun game than other players. to improve that, create an alt and equip him with nothing but a scrambler pistol. You're going to die...A LOT. but this alt character will teach you to conserve ammo and really tighten your aim (use the sights!!). With only 5 shots in the gun to start, you really have to make them count.
3. flanking. The last thing and really the thing that wins the game. Everyone isn't winning against you because they're better with better gear (sometimes yes, but not always). They are usually beating you because they're getting you from behind or your sides where you can't see them. They're using scanners so they know exactly where you are and how to run around you to kill you before you can turn. You need to start learning how to flank. Stop running straight on into someone. I know you're eager. You're looking down the barrel and you see his health bar just so close to dying, so you keep shooting, you keep your weak body out of cover and go for it aaaaannnnnd die.

Lee and Fox said everything I had planned on saying. I skilled into some things on my main before thinking to try other play styles on alts, and I ended up with a decent amount of wasted skill points because of it. I'm over 4mil sp now and it isn't bothering me so much, but I'm still hoping for a sp refund in 1.8. Try various weapons and play styles and pick what suits you best.
The one point I will suggest is to level up your drop uplinks to level 3. Then go into ambush, and just start tossing R-9 drop uplinks. It's an easy way to accumulate ISK and war points without requiring any face-to-face combat time. Then when you choose to spend your sp, you'll have plenty of ISK to stock up on the gear you want.

I understand your concern about spending your SP,Frustration with ttk, the feeling that nothing gets better ant that you are facing Dust "gods" who eat everything you throw at them, (I know this because I always spend time with low sp Alt) with that said..you eventually have to risk everything in order to find that "something" that works. This game is not made so that players feel safe, I'm sorry, the punishment for every decision is felt every minute you grind in every match you play. Even ask the protos, there are moments they regret specializing into the niche that they are currently in because they get TKOed with RES, Unmanned Turrets, RoadKill Lavs, Dropships, HVMG, FORGES Rails etc etc etc. Its not about avoiding making decisions but coping with the ones you DO make. Its adapting in a place that is evolving as you play. You can definitively take steps into having better gear, having a higher KD, increasing your probability to survive but as a newer player try to understand the strategy, team mechanics, and support roles because in the long run these will allow you to be a more productive player and not just another slayer that QQ, rages, quits when there are minor or major changes. Look around..the forums are full of players that just want to be the END ALL BE ALL every day every match... and some are..then they loose interest, quit. why? No more challenge. Then there are those who are world class slayers until their go to weapon gets changed, nerfed. Many lack the capability or the desire to cope to deal and form a new path. Only you hold the answer to your own question, is this a casual game for you? Do you really enjoy it or is it good enough for now? Can you see the potential and will you stick it out to see it fulfilled? Take the time to look at all the resources that were given to you here by others because these are probably the players who have decided they are all in until the end.

I suggest getting a Militia Gallente outfit: Weapons of your choice Flux grenades - 5 WP per equipment destroyed including remote explosives (REs) on objectives 2 MLT or Basic Armor plates 1 MLT or Basic Dampener - will stop people instantly seeing you with all passive scans except for Scouts and some outliers.
Equipment: REs or Scanner
Scanner tells them you are coming but you get to see them too.
REs, leave them on an objective or approaches or before you go around a corner to engage and enemy slap them on the wall. So when you do engage and fall back they run around and you set off the RE. Many a heavy has fallen to that cunning plan and I use scouts with 200eHP. |

Listen to Lee, Up your core skills first, they're by FAR the most helpful. But other than that practice, pratice, practice, and try dif equipment. also don't always use the most expensive stuff you can buy, learn to rely on skill not equipment
my default loadout is MLT Gal MED CR SMG Locus grenade R-9 uplink (if you swap this to a basic nanohive you can change the 2 basic plates to 2 more ADV) ADV armour plate 2 x basic armour plate
comes out to a little under 15k isk and I regularly trash guys in proto, Not saying I'm a great player (Satan knows I'm not lol) but a lot of players think proto>all but if you've got no skill you're just as dead.
If you swap all this stuff to MLT (not sure how much you could still fit on) it should drop the price by prob 2/3... around 5k? maybe less unsure on exact costs.

Get an SSD. Since DUST is read from the HDD, your loading times should be much better. I just bought one today(arrives in 2 days), from what I've read on the forums, I should see great improvement. Not cheap though Cost per Gigabyte is definitely not cheap.

I'll see how this one pans out. Really though the stock HDD in the PS3's is usually some 5200 rpm Seagate one (diff. size depending on systems model#). Very slow, very very slow. SATA 1 regardless, but a SSD will make a difference.
You'd also have to get a usb drive to backup and transfer your files. But all in all it should be worth it. |

Thanks all! Greatly appreciate the help. I've also found a few threads that address exactly what IGÇÖm experiencing. Seems that if I keep reading through the forums I'll find all my questions already answered.
I actually have another character that I've been playing, the original one I made. I made the mistake of spending sp before I really understood the game, so he's been the test dummy lately. I'll definitely put all the advice to work with it and probably a second dummy too.
Immortal Guides and Learning Coalition are also things I want to look into.

While this is generally useful, I disagree with maxing electronics and engineering, armor/shields definitely, but engineering and electronics cost about 1.5+ mil SP just to max out. For a new player that's a lot. For the equivalent SP spent on getting them to level 5 you could effectively have 4 proto weapons with some SP left over for weapon support skills...
I'd say get Engineering and Electronics at most to level 4 for now, or even to level 3, and then top up to mix/max your fit.
Other than that, +1 for the rest. |

Level 1 electronics, then level 1 dampening. Reason being most suits have the same scan as profile. So level 1 gives you a fairly good bang for buck as a lot of people don't invest in scan precison & the dampener modules outpace the passive scan ones.
It can reduce the amount of equivalent suits seeing you through walls.
Engineering and Electronics I only invest in when I have run out of Power Grid (PG) and CPU and normally that means you need advanced modules, weapons and equipment (or too many militia ones). It is quite hard to use up all a suits power and CPU using basic gear.
I only have 4.9 million SP on my main. I generally invest first in core upgrades, then weapon then suit.
So at the moment I have a lot of advanced core (including equipment), level 1 scout, logi and assault (leveling up to medium 3 unlocks two specialty suits), level 3 AR, Shotgun & REs, level 5 SMG (because every non logi outfit has SMG as my backup weapon).
I have invested only level 1 for shield modules as they are a special case. You either go basic or proto and their are a lot of competing modules in the advanced space that get you more bang for buck ie damage modules or scan precision.
I still only have level 1 in electronics and engineering. And only now have some fitting issues.
Ie running a STD Minimatar scout with basic stamina, enhanced dampener, std assault rifle and std SMG with adv uplinks I can't fit the high module. Not really needed as this is my opening fit that lays uplinks and then I swap out to a shotgun/RE fit. |

if you like the speedy run and gun scout is for you if you like a support role.. logi if you like being a hulking mass that's as slow as a snail with a big gun well go heavy HMG
all have positives and negatives to them.. and they all counter each other to some extent. but if you can say... I really want to do XYZ... you can then figure out what skills are needed to be able to do XYZ.
starter fits and militia gear is great for figuring stuff out. and remember the KDR is tracked and may affect your entrance into some corps/alliances. where other corp/alliances don't care as long as you want to just have fun.

With these 3 different plans you should be more than versatile to handle any situation and honestly might as well just not play the game. Right now it's in a state where if it was jenga. Pulling blocks out would never make it collapse. I'm saying it's pretty well broken, go figure China isn't big on game theory. But they made GO! I know weird right?! |

What's a newb to do in this situation? I don't know what your playstyle is, but one option may be to dial back the aggressiveness. Especially when you're new you die very quickly. That means if anyone sees you before you see them, you're dead. Therefore you can only survive by playing this like a tactical shooter. Stay in cover, check your corners, keep the crosshair right where the enemy would most likely appear. Otherwise just stick close to people who look like they know what they're doing and tag along a few meters behind while looking to stay in cover. Just make sure you stay alive so you can get a better understanding of everything.
In terms of in-game measures you could go with active scanners or squad up with people who may incidentally have an active scanner. This gives you more situation awareness and allows you to walk away from fights you can't win before the enemy starts shooting at you.
Also, here's a meta-hint: The tryhards play mostly from Wednesday evening to Saturday. Monday to early Wednesday are much more enjoyable for people who are just trying to relax. |

UPDATE-
OK so I've seen some sporadic signs of improvement. Had some good games, some GREAT ones, but still the many many crapfests continue.
A lot of what I'm learning though is play style/ player skill, and that all the top gear in the game aint gonna help much ifin ya don no how tu uze it.
For instance I've been running a shotgun scout and I keep forgetting the idea is to hit and run. I get caught up with thinking I can get one more shot in and down the bastid before he gets me. Nope. Were I skilled up in shotgun and sporting advanced gear, that first shot would have downed him. But he's a heavy and I'm spitting militia shells at him. Not happening. Keep moving.
So my KDR is getting better. Not getting many more Ks but the Ds I've cut in half. Except for when I charge straight into the grinder. Learn from your failures right? And fail I do.
That's all I have time for now. I've got my core armor and shield skilled up to 3 each and nearly 400k sp hoarded so I'll be back later to get some advice. |

You've gotten some great advice already, but one thing not touched on is FORECAST AND DO BASIC MATH. Just as an example, if you skill up Armor core skill, but not plates or reppers, on a Heavy this means at level 5 you've spent over 5K SP per HP gained, and that's on a Heavy! If you skill up only Plates, not core, you spend over 3K SP per HP if you end up fitting 2 Complex Plates.
I recommend finding one of the skill planners here in the forums and working out a roadmap for your skills. On the subject of Electronics and PG, project what you need for that next level weapon or equipment you're working toward, if you can't fit it once you've got it it's not worth it.
And groups like The Learning Coalition or Dust University are here to help, just don't let anyone dictate what to do with your character...and welcome to New Eden!

Good point about doing math. In the case of the armor skills however, the armor core skills are universal while the plates skills are situational. If I skill up plates to 5 and don't fit them then its wasted sp, whereas the 5ksp per hp for core armor, though more expensive, are useful no matter what ds i fit. That is if I am understanding correctly.
Here's some math I could use help with. On my alt character I've skilled into combat rifle. Now I'm wondering which is more effective, which will literally give more bang for my buck: skill up damage or sharpshooter? Is more damage per hit better or are more hits better? |

that's the difference between living and dying in a closely matched 1 v1 with identical fits the whole thing equal just one has those skills to level 4. guy with level fours will win in a straight up gun fight. though you better love rifle cause after the sp to get those to level 4 you better love that AR. |

UPDATE- I believe I've uncovered some lag issues. Perhaps you all can help me confirm.
I spawn inside the MCC and drop out. As I'm falling i see near my projected landing spot a dropship being delivered and I watch while I hit the dampener. Suddenly my fall is delayed, dampener is still active but I'm not any closer to ground and I see nothing under me. Then I start sliding left. I now realize, though I can't see it, I've hit the drop ship that shouldn't even be airborne yet. There must be delay in between what is happening and what I'm seeing. Is this why I can't seem to hit anything not nailed down.

could be actually, I've played on a few different connections one of which was laggy just enough that you couldn't seem to kill anything but not quite enough to make things jump around.

OK, so I've come to the conclusion that the DS3 sucks. Well, not completely. Just the aiming with the right stick is all. Nothing important though, right? There is NO precision at all with it. I don't know what all the crying over "unfair aim assist" is about. I have YET to see any benefit from this so called assistance. I'll be running and gunning and just a bit off target so I move the right stick a bit and it zips right past, I miss the mark and now I'm re-spawning. OR I'll be standing still aiming down sight and again be off target by just a bit, hit the stick and its all herky jerky.
I know what you are going to say: KB/M!!! What's worse than right thumb stick for aiming? WASD for moving! |

Go into the Dust options and lower the sensitivity of the aim. |
