Keep on seeing people saying don't bother speccing into rail rifles because they're getting nerfed, so thought I would post a couple of dev quotes that clarify the future a little better than that:
CCP Saberwing wrote:Additionally, RRs aren't the only weapons that are having their base damage reduced. The tweaks will affect a number of weapons as part of larger TTK adjustments. The plan isn't to simply nerf the RR in to absurdity.
CCP Saberwing wrote:I saw that CCP Logibro hinted at Rail Rifles being nerfed a bit in 1.8 - this is true :) I've mentioned a few times that there will be TTK adjustments in 1.8 and we are looking at improving this overall by reducing the base damage and damage mods on some of the Rifles / SMGs. The difference isn't huge(!!!) - but it's there.
CCP Saberwing wrote:RRs aren't the only weapons having their base damage reduced - you'll find similar changes to the CR, etc. The plan is to improve the overall TTK.

I'm running templar assault suit (basic) with militia BPO modules giving me ~ 500 EHP, templar (basic) scrambler rifle (no damage mods but have proficiency 3) and have ~4 mil SP overall. Key point. Would you rather play a new online FPS in which you have the chance to get lucky and kill some protos? Or would you want to play one in which it seemed no one can die? An increase to TTK means BOTH that MLT and protos will live longer. If protos live longer, then they are going to swarm the game. I mean: if you won't lose it ever, then why not? After this patch, everyone is going to want smaller maps. Then the next patch will be smaller maps. But by then Destiny will have hit the shelves... Read the dev statements carefully - select weapons are being adjusted for their TTK, not every weapon. In fact some weapons are getting buffed. Not every suit and every weapon is suddenly going to become harder to kill/kill with.
Applying a blanket nerf to TTK would achieve nothing, thus it is not what CCP have said they are planning.

KrazyEyeKilla wrote:The Nerf to SMGs seems a bit unnecessary. Never felt overpowering IMO. Totally agree - any weapon that requires you to be within 20m of the target to get the kill deserves a tiny TTK.

Sgt Buttscratch wrote:TTK is not an issue, people standing still while trying to gunfight is the issue, learn to dance or use......cover. Lol! Dodging bullets from 400+ rpm automatic weapons with aim assist at 80m. With 500+ dps most suits will go down in 2 seconds or less and scout suits can't even blink, even though they should be the easiest to dodge with because of their 'innate agility'.
Step out of cover for more than a second and you're dead. So, what you gonna do? Just hide behind cover the whole match and wait to be flanked?
These tactics do not work but I do see where you're coming from because they should and if they did, maybe less people would be standing still in gunfights.
