If you look at combat tactics and weapon preferences the nova knives are really more of a Gallente thing. Which is why it's so messed up that it's a Caldari (long range, kinetic weapons) weapon that uses plasma to deal damage (Gallente, thermal damage) and the Minmatar get the bonus for it (who prefer either massive long range attacks or super high ROF CQC).
So racially speaking the Minmatar should get the bonus to scan range and Gallente should get the nova knife damage. This reenforces two things: Armor scouts are more of a low profile that rely on active scans for finding their prey but are hard to detect themselves. Shield scouts are typically a higher profile scout that is more of a a hunter-seeker, using passive scanning ability to find prey which doesn't tip their prey off but are more vulnerable to being scanned themselves.
I also think precision mods should be lows, dampeners highs, and both should have equal values. Then base dropsuit scan/profile dB needs to be the same not 35/45 which favors dampening over passive scans. |

and minmatar scouts have always had a bonus to nova knives. its not just in 1.8, look at the minmatar scouts right now in 1.7 and you will see the nnova knife perk. the reason why nova knives are better for minmatar scout is because of their physical speed. they can close in on their opponent quickly and knife them.
i know gallente prefer close range-high dmg, but minmatar have been able to utilize this fighting style in their own way too.
To say the Gallente are the best as scouting is overly broad, they are the best at a certain aspect not everything to do with the role.
The Gallente focus armored and skirmish warfare. They focus on CQC where they deal massive damage with modest ROF weapons, they achieve this by misdirection and stealth. So naturally they are the stealthiest scout but hardly the best, it's how they close the gap for combat.
The Minmatar focus also skirmish but focus on shields over armor for greater mobility. They use their speed to storm in with high ROF weapons at short/medium range. So naturally they are the fastest scout but that is only how they close the gap and isn't how they tank.
As both focus on skirmish warfare, where you are not entrenched, you must focus on regenerative tanking so you can continue fighting despite taking hits.
The Caldari focus on shields and information warfare. Seeing as the Gallente focus on skirmishing the Caldari then are defenders, using the information they gleam from their enemies to know where they are going before they get there and thereby holding the objective. The Gallente try to sneak in, the Caldari's superior sensors see them, and the Gallente scum die.
The Amarr focus on armor and information warfare. Because they are slow and have no desire to match the Minmatar's speed they dig in, fortify, and use information counteract their slow movement vs Minmatar speed.
As both of these focus on Information warfare (the counter to skirmish warfare) they are defenders and have the largest HP of their chosen defense.
The Caldari/Gallente mostly fight over being seen vs not being see. The Minmatar/Amarr focuses more on slowing your opponent down so you can run circles around him vs preventing your opponent from being able to hit you no matter how slow you are (tracking disruption). The Minmatar/Amarr combat has half of what it needs, the Minmatar are fast and the Amarr slow, but lacks the other half, the ability to slow your opponent vs tracking disruption. |
