Without changing anything related to restocking dropsuits (or vehicles) that have already been deployed (but not yet killed), increase the time required to change dropsuits mid-match to be no less than the time it takes to re-spawn at the slowest drop uplink. In other words, a time penalty but no ISK penalty for the privilege of playing multiple roles within the same match.
This would significantly reduce equipment spam from people who deploy one suit, drop all their equipment, swap suits, deploy more equipment, etc, etc, etc without any penalty or cost.

What about: "if you are in a Suit that doesn't have that particular equipment equipped, the equipment you placed disappears in 20 seconds." That still gives you time to die and come back as a the same Logistics or to spawn at your Uplink in a different suit completely (IE, opening with as a Scout with an Uplink, rushing to a point, dropping Uplink, dying, coming back as a Heavy should still be a viable tactic) but it means you can't drop 3 uplinks, swap, drop 3 nanohives, swap, come in as a Heavy.
This isn't much of a penalty, waiting an extra few seconds to swap suits - it's really more of a mild disincentive. (A slap on the wrist rather than a kick in the teeth.)
If it wasn't clear, this is only targeted at people that are already in play and are looking to "game the system". I am NOT proposing any changes to the current ability to change suits after actually dying and before your next respawn.

I'd rather a limit be on how many devices are active at one time - people could drop as many as they could carry. That way, if they pushed to a new location, they could drop more equipment and the older stuff would cease to exist. This would promote a more active use of the equipment over spamming the field with drop and forget gear.

It can't be, that you switch to a proto suit, spam all available equipment on it, and change back to militia without any cost.

Recently, while defending a point, I saw a guy in a logo suit drop 6 or 7 nanohives, then switch into a heavy suit with an HMG... I moved on.

However, granting an additional hard limit per equipment type would solve all issues. Aren't REs already limited by skill instead of meta level? IIRC you can plant more at once if you are skilled more highly. That system should apply to drop uplinks and nanohives. One item per level, to a maximum of five in total. It's not like you have access to a drop uplink that allows more than one instance to be active at a time at level 1, anyway.
I used to have similar issues dying A LOT in my AV rig. That gets expensive once you start using proto weapons - which is currently the only option with Swarm Launcher limitations. I have found a couple of Militia suits that fit my playstyle and allow me some additional self-defense options. I now die a bit less, but my overall cost of running a SL has gone down considerably. Yes, not having access to a Supply Depot is a pain in the a$$.
Again, having an added time delay in changing suits is not actually a 'penalty' - it would simply minimize the temptation for people to exploit it.
If there ends up being some sort of 'deployed' equipment cap, I agree that everything should be restockable at a Supply Depot. (This would also remove the need for people to swap into a fresh version of the same suit just to refill equipment.)

I've been in many matches where the game becomes unplayable. If Supply Depots would refill all equipment and one could carry more (but deploy less at one time), I think the game performance would be much improved.
I appreciate, and agree with, your point regarding the strategic use of equipment to influence a match. Theoretically, if there was a Supply Depot near by and not including proto or LP gear, I could deploy 6 proxies, 6 REs, 5 uplinks and 9 nanohives all at the same time - then run off to hunt tanks with a Swarm Launcher. (I haven't actually tried this yet, but I just made myself curious.) However, I would actually prefer if all equipment had some sort of inherent accountability - I'm not a big fan of the drop and forget gear.

For your sake hopefully it is the light of God, not the light of my LR as the duct tape boils away and your dropsuit melts into slag. As for your earlier post about your opinion being in large part based on game performance, a lot of the lag due to equipment was (shockingly) fixed around 1.6-1.7 as I recall. I'll give you the same argument I gave then: We shouldn't be balancing things, especially ones that are fundamental to certain playstyles (yes, mine in this case) based on bugs or sloppy coding that causes performance issues. The goal should be to fix the underlying problem, not the symptom it causes.
I will ignore the initial, misguided tone of your reply. (But I might duct tape a 'reclaimed' Caldari scout exoskeleton over top of my Matari dropsuit anyway.)
I have recently witnessed noticeable performance degradation when significant equipment has been deployed within a relatively small area. So there still seems to be room for improvement post 1.8
And as much as it pains me to agree with someone of your heritage, fixing the problem is infinitely more important than fixing the symptoms.
