Unless you have 5 shield extenders, there's no way you have 700HP.
Also you can't speed tank with full shield, as thats 55pg used on highslots alone.
That leads me to believe you're twin tanking.
Also there's a massive lack in PG already, so either run no sidearm, grenade, or equipment, or use your 2nd lowslot for a pg/cpu.

Speed mods and armour mods use the same slots, and shield mods won't give you enough Hp to really tank up.

Sure. You could do that.
Good luck fitting even one(1) basic kincat on it though.
Or sidearms/equipment/beyond std locuses.
It's quite literally impossible unless you fit a m512 SMG with compact hive and an empty second low.

Still confuses me as to why you would fit a plate.
A caldari could fit 2 kincats, a shield reg, 3 extenders and a damage mod, m1 locus, BCR, SK SMG, and k-2 nano.
similar HP, better shield regen time/rate, similar walk speed, better sprint, better gank.
Edited redundancy.
