After a battle, the player at the top of the leaderboard for the winning team gets a bookmark to a new mobile structure that spawns somewhere near the planet in Eve. They can assign that bookmark to any Eve player in their contacts list, at which point it appears in that player's personal bookmarks list.
The can contains something small and valuable. How valuable depends on the sec status of the system, and the scale of the victory.
The structure should be scannable with probes; it will need to be hacked to access it, which should take a couple of minutes. While it is being hacked it should appear on dscan.

It won't create new game modes directly, but it creates a reason for the 600,000 Eve players to care about the 60,000 active Dust players.
Dust will benefit from a stronger link to Eve, but CCP have to be very cautious with this because they can't risk upsetting all those Eve players who are basically paying their salaries. The more those Eve players care about what is happening in Dust (because it directly contributes to their wallets, for example), the more receptive they will be to stronger links between the games. Stronger links to Eve will make Dust more attractive to new players, and more immersive for established players, leading to higher player counts. Higher player counts will enable more investment, and more investment will allow the development of new game modes.
