In my opinions, logistics suit bonus should be 5% reduced cpu/pg usage by utility slot items per level. Than the racial bonuses should reflect the type of logi. Amarr could have 2%bonus armor per level caldari could have 2%bonus shields per level, gallente could do 1+ armor rep per level, minmatar im not really sure what they would get maybe 1%bonus armor and % bonus shield per level Not really sure since they're more versatile than the other races.
