Maybe it's in reference to a new game mode where you need to disable hostile anti air along the route. At the end if you've been successful an airstrike comes in and takes out the target or targets.
Edit: Or from further study of the picture I'd say that it's the opposite where the attacker failed since the aerial vehicles are coming out of the base.

I imagine that CCP wants the battlefield to be chaotic. That any number of oppositions are on the field. This is why mercs need to breathe and relax when it comes to certain things. The tanks are a problem now, but they won't be later on. Folks complain about the RR but the RR won't be the only thing they have to worry about. It's also why I don't fret too much about things because I know building blocks are just that. Building blocks. You can't see one layer of cake and say it isn't desirable because the cake isn't finished.
Even the video "Way of the Mercenary" shows their desired end game. Same as the test vids. Both of them show numerous tanks, Dropships, mercenaries running wild, explosions, on ground orbitals and such. I'm looking forward to when Dust get to that monumental plateau.
And the picture looks cool btw

I like this ideal.... you are mercs hired to knock out the guns as pilots are flying into bombard an enemy ship taking off. If you cant knock the guns out your ships get annihilated and cannot prevent the ship getting off world, if you do disable the guns your fighters get in close and can attempt to take down the ship.

This picture could also be a variant of the skirmish 1.0 where that destroyed ship in the back is a MCC and they were trying to capture the hostile base.
I think it looks more like a Minimatar base and possibly failed Amarr attack for two major reasons.
The turrets look more like Auto-cannons and Artillery than rail, or missile. (Yes I know Minimatar use missiles, that's why the fighters are shooting missiles.)
The ship on the bottom right that is exploding looks Amarrian in design.

It should be Caldari, even than base what they are defending (there is one fighter on pod).
Rusty coulour will be, by my side of view, just atmosphere of planet.
There is even the APC, on field but what i dnt get it is why they attacking Caldari Chimera?!

It seems like Caracals, i just though Caracal is bigger. This seems like simeking of cokpited jet. Even peak of jets on pict is different.
