My opinion - (hear me out)
First, you find a fix for locking districts. Then you move onto the gameplay issues. Make PC battles 128 v128, decrease the graphics in PC battles, cut all non-essential game effects and sounds, expand the maps to have around 12 obvectives and 4 MCC's per side and increase the match time and rewards DRASTICALLY. Then you remove texture details, remove environmental effects, limit all equipment to one per person, remove anything that can contribute to lag that is not essential to the core gameplay, and gradually work on game stability while you steadily work the niceties that you removed back into it.
Make it a PC beta basically.
Why 128 v 128? No, not because MAG swag. (not entirely anyhow ) When that many players are spread across a huge map, two or three good squads cannot control the entire map. This allows squads to TRULY flank around stuff, prevents 1 rail tank from being able to run AV for the whole map from a hill, allows dropships to be REALLY useful for transport without being insta-railed, prevents snipers from having the range to snipe the whole map. Also, of course, zerging for land becomes a real thing if the other side doesn't have enough support.
Why remove the niceties? Because then you can more easily deal with server lag with that many people playing together. For instance (a minor example): If you have the server constantly telling every player in the match when something is being hacked, you have the server taking up resources just to send that signal. Similarly, the killfeed uses up resources in order to send data out about who's killed who with what weapon. Optimize stability first, then make it pretty.
Why such big maps? Well, to accommodate the player count for one. For another, you want a lot of action happening in a lot of places. Again you ask why? Well, if there is important stuff all over the map, you won't have one or two squads running everywhere dealing with all of the fighting.
THEN we'll have a PC good enough to make people want to come to Dust JUST TO PLAY IT.
