Two types of PVE;
1) Mission PVE: PVE where all players are friendly. Basically your High Sec PVE. Good for getting new players oriented to DUST combat.
2a) Open District PVE: You que into a district as an individual or as a squad. Max 32 players in a district, or whatever the game can handle. Squad members are Green. Corp & Alliance members are Blue. Everyone else is yellow, until they shoot you, your squad, or your Corp/Alliance, at which point they turn Red for 5 minutes. (Oh, yeah, and there are Drone infestations. That is what you are officially supposed to be there for.)
2b) Open Corporate District PVE: Corp members can enter districts owned by their Corp to hunt drones.
Mercs from other Corps can raid PC Districts. Cap on raiders is 12, and cap on defenders is 20, to give a home field advantage and to make it feel like a raid. Raiders donGÇÖt have clones on the surface, and Drop Uplinks donGÇÖt have the range to bring clones in from orbit. So raiders spawn about 500 m off the ground and have some control of their horizontal drift until they activate their inertial dampeners. If a CRU on the surface is hacked it gives the raiders access to 50 clones and the use of Drop Uplinks until those clones are used up.
Raiders can hunt drones or hunt PVEGÇÖers. Raiding should weaken a districts defences, but not dramatically, and definitely not flip a district.
No time limit, but Raiders and Corp members are kicked out when a PC battle starts.
