I want PvE that mirrors PvE from Eve. Give us missions we can run for standings with different NPC corps, allow us to sign on to help defend civilians during Incursions (think Nightmare difficulty Infestation mode peppered with Noncombatants that you get penalized for killing). Allow us to roam common areas and police them for criminals (our version of Belt Ratting), let us stumble across criminal hideouts and rogue drone hives (our version of Anoms).
However, most of all, if we get PvE, we NEED to get PvEvP. In some cases it should be as easy as "Hey, there is some mercs over there engaging rogue drones, let's go **** them up and steal their loots", though there should also be some PvE that requires some form of work on the behalf of the invader, something where they need to scan down the sig and actually track the targets/victims. The targets should have an opportunity to notice that they're being scanned too and be given the opportunity to either set a trap or somehow evade their hunters. I am not saying that they should be handed this information, just that it should be available (kinda like using Dscan to notice the guy who is about to invade your mission, it isn't freely given, though it is available if you're looking for it).
I know that is a lot of different stuff to ask for, though I believe that the variety of selection is what will allow PvE to be a welcome addition which will lead to the game blooming (hopefully).

Mercs from other Corps can raid PC Districts. Cap on raiders is 12, and cap on defenders is 20, to give a home field advantage and to make it feel like a raid. Raiders donGÇÖt have clones on the surface, and Drop Uplinks donGÇÖt have the range to bring clones in from orbit. So raiders spawn about 500 m off the ground and have some control of their horizontal drift until they activate their inertial dampeners. If a CRU on the surface is hacked it gives the raiders access to 50 clones and the use of Drop Uplinks until those clones are used up.
Raiders can hunt drones or hunt PVEGÇÖers. Raiding should weaken a districts defences, but not dramatically, and definitely not flip a district.
No time limit, but Raiders and Corp members are kicked out when a PC battle starts. I've been wanting a Bill of Materials for a while now.
The Leadership, Production and Trade skill sets should all be copy-pasted from Eve as well (with minor adjustments for the Leadership Skills)

I thought that the whole point of Leadership skills was to make things OP.
Besides, it would help drive home the importance of Teamwork.
Only tweaks I'd make to the Leadership skills if it were up to me would be as follows:
Information Warfare: 2% bonus to Scan Precision/Range Skirmish Warfare: 2% bonus to Movement Speed
Skirmish warfare would end up increasing Sprint speed as well by virtue of increasing movement speed. Make them effective across the entirety of the map as well, just as Leadership bonuses work across the entirety of the Solar System in Eve.
I doubt that the leadership skills would make things OP until we got Links and Command Dropsuits/Vehicles
