@ OP, long story short ...
* There was a time, long ago, when backpedaling under shotgun fire meant dying tired.
* Back then, if a shotgunner got into range you were dead. Every time. Except Heavies.
* For an entire build, Calamity Jane and Annie Oakley kicked sufficient arse to become legend.
* The "bigshots" -- envious of the Twins' success -- b*tched and moaned and lobbied.
* The Devs eventually caved and now we have the Uprising Shotgun.

I wouldn't recommend shotguns being fixed. I like them broken.
I stand to benefit from the first blast forever and always being a warning shot.
Survived a point-blank SG attack to the back earlier today. Wearing a Scout suit (80/ 330)!
Another guy and I were hacking; shotgunner popped me; I hopped backwards and killed him.
Should he have won? Absolutely. Should he have killed both of us? OMG absolutely; he had us.
But thanks to CCP and the moaning Fine Rifle majority, I got my +50 and got to finish my hack.
I may or may not have previously suggested how to fix Shotguns:
1) Hard nerf to backpedal speed (all suits).
2) Slight nerf Rifle hipfire accuracy (all rifles).
3) Slight buff to SG Damage.
4) Slight buff SG Range or Drop-Off Penalty.
* Emphasis on slight ... don't want to over do it (see Tanks).
If Shotguns got fixed after 1.8. After I spec'd out of 'em, I'd be royally p*ssed.
So like I said, I'm OK with them staying broken. |

Specific numbers to back this up, please? 'cause last I recall, a charged ScR only does double damage, which means it would do less than 200 no damage mods or other apples-to-oranges comparisons please. Just standard charged ScP damage, to standard shotgun damage.
Citing first hand experience.
I get insta-gibbed by ScRs every day.
Deadly Aztec OHK'd me 3 times today (400-500 damage).
All in the same match. I was equal parts p*ssed and embarrassed.
Anyhow, find someone with ScR Proficiency 5 to conduct your experiment.
You and I aren't on speaking terms when it comes to serious subjects. |

Indeed, choose from a selection of Fine Rifles from four distinct Rifle Families.
All four superior to a Shotgun up close.
All four superior to a Laser Rifle at range.

High end knives hit harder than high end SGs. As they should.
@ Sira
Optimal range is technically anything under 5M. Max damage is dealt at 1M.
@ IWS
The proficiency-based RoF increase is fine. Base statistics are arguably inadequate.
@ Checkmate
Think SG proficiency + assault RoF racial bonus. Jane and Annie would opt for Assault. |
