Battles, and wars, can be balanced by providing assistance to one side or the other with a U-shaped profile. The U-profile shows the assistance given to one side or the other; left end of the U is massive assistance to one side, the middle of the U is no assistance either way, the right end is massive assistance to the other team.
The battle/war starts in the middle of the U, and the objective of each side is to push the other team as far up their side of the U as possible.
For battles, this means replacing the red lines with gradually increasing assistance; stronger turret installations; better turret AI; damage resistance fields; DPS-suppression fields; shorter spawn & hack times for defenders; longer spawn and hack times for attackers. WP rewards would be increased based on how far you push the other team into their protective zone.
For Faction War (and maybe PC?) this means that as your faction captures more districts you get less clones per battle, or less MCC health. LP rewards are increased based on how many districts your faction owns overall.
Overall, this should lead to every battle being closely fought, as the stronger team will push until the weaker team's assistance is enough to compensate, at which point both sides should be enjoying the fight. But, because rewards are increased for fighting against assisted opponents, there is still the incentive to push harder.

Your utopian view of war has no place here. All that would happen is that the same factions/corps that are stomping will get stronger and the stomped will get weaker. Decimation doesn't encourage a stronger fight, it just means people want to fight less.

Can you expand on why you think this would mean stronger sides getting stronger and weaker sides getting weaker?
And what is the "Decimation" reference?

I read what you said backward, I thought you were saying that the more districts you control the more clones you get. Apologizes. I think your suggestion has merit, but first they have to balance FW a bit better. I'm not sure it would work with the current skirmish style play either.

The basic idea is that the stronger side should be penalised during the fight, but rewarded outside of it. The level of penalty should be based on how much stronger they are than their opponent, and should rise exponentially. This way there is always a point at which the fight itself is balanced, no matter how unbalanced the teams are.
