Or could make things worse. If a drop uplink is placed in the wrong place, it becomes a camping spot for the opposing team to wipe out your entire clone reserve (Yes ,I am exaggerating, I know) Plus, not everyone has skills for drop uplinks or logi suits. Or vehicles.
When I play as a sniper, I'm more likely to be nearer to the opponents redline than my own.

Don't base how useful a sniper is based on number of kills. If they're going straight up hunt and kill then yeah, obviously kills matter, but if you're sniping in area denial mode, you're more likely to get more kill assists than straight kills. For a kill you need to get a headshot (and sometimes even that doesn't do it) but just hitting and taking down shields makes targets evade at which point the sniper often can't track them quickly enough to get a kill, but it makes it easier for a friendly to get a kill.
I'm not saying that redline sniping isn't part of the problem (regardless of how many kills the get) just that you shouldn't judge a sniper by kill count alone.
