Check the recent dev posts and you'll see they elaborated on how the cloak functions. It'll be equipment that you have to have in your hands for it to work. R1 activates it and deactivates it. It'll have a power bar similar in style to the stamina bar, so if you deactivate before the bar is used up you'll be able to use it again sooner. The cloak will immediately deactivate if you switch to another equipment or a weapon. It sounds nicely balanced to me.
