Aur equipment isn't better than isk equipment. Most of the stats are the same as at least one of the same level isk options except the Aur equipment will have a higher PG or CPU cost. Also, what they're adding in the patches and expansions are things that they've always intended to be in the game and they don't make everything released before useless. Everything CCP have put in the game has it's use.

Bad snipers can, yes. That's no reason to get rid of the sniper rifle. Good snipers get quite a few kills, not as many as the frontline types maybe, but they're not meant to get that many with a long ranged, high damage weapon.
As to the rest of the gear, I'm not sure about it, I use Rail Rifles and Assault rifles as well, but I'm mostly a sniper (in a scout suit). I don't use Proto anything and I still manage to get kills. I don't use any vehicles either so I can't really say about those.
Perhaps the problem you're having is because you're comparing one weapon to every other and expecting them to be the same. That's not how balancing works. Each weapon, each piece of equipment, vehicle and dropsuit has a role it was designed for. More importantly, it has it's own specific strengths and weaknesses.
If you don't like the game, quit. There are plenty of us who enjoy the game, can see it's potential, know that CCP is one of the better game development companies out there when it comes to constantly trying to improve their games and listening to the players.
Are there problems to be fixed? Yes, there are in any game. The devs are trying to fix what they can and keep adding and improving the rest of the game. But they're only human, you can't expect them to do everything all at once. If they concentrated on just rebalancing and fixing bugs, the game would stagnate, people would leave. If they concentrated on adding new stuff and not rebalancing to take the new things into account, the game would break and people would leave.
What they are doing now, the combination of fixing and adding to the game, is what has worked for 10 years in EVE Online. There are very few MMOs that have been around 10 years. None of them are as complex or, in my opinion, as enjoyable as EVE. And DUST is and was always meant to be a part of EVE (Check the logo at the top of the page, it's not DUST 514 it's EVE DUST 514)
When I play as a sniper, I'm more likely to be nearer to the opponents redline than my own.

Bittervet is, quite simply a shortening of Bitter Veteran. It's used to designate people who have been playing for a little while and who rant and rave about how the game's been broken without actually adding anything usefull. So in those terms, and considering Dust has only been released less than a year, someone who is part of a group (presumably) that has made four accounts and a dozen alts and had the chance to train them all to a level that supposedly allows you to compare all the weapons fairly (Which means you'd have to have all the Proto weapons across the board and all the supporting skills for each one to max) yet rants as you did in the OP qualifies as a bittervet.
Regarding your comments about 1.8, what's coming there is a lot of the racial variations of the equipment that's coming in the game, with bonuses that make sense in the lore for those races, changes to exisiting equipment that takes into account the incoming equipment and changes bonuses so that those suits also fit the lore that has been in place for the game for over a decade.
Suggesting that they scrap all the weapons except Combat and rail rifles is clearly not being helpfull at all and capping anything, is not practical considering each player has paid for their items with one of the in game currencies themselves, you're essentially telling people they can't play the play style they personally want to unless, in the case of tanks, they happen to be one of the first two people to deploy a tank.
