Someone, I forget who, said what I think is the answer, militia weapons have lower recoil and skilling up reduces that even further. It's not auto aim, it's less spread. More bullets hitting on target, even at a reduced damage per bullet (and the difference isn't a major amount in total) means faster kills.
As to the whole P2W part. There's a reason CSM rejected letting people spend Aurum for ships and modules in EVE, this is it. All that's available for aurum is items for your avatar that really only make a cosmetic difference.
When I play as a sniper, I'm more likely to be nearer to the opponents redline than my own.

Its not P2W, I'd know, Ive played since closed beta, I used to use boosters all the time and still got out leveled by guys who havent payed a dime.. The only Aur **** i have is from PC battles where i salvage it. BPO stuff is all militia level also so it just saves me isk. Aur weapons arent any better then what i have. Its the same stuff with a different paint job that Lower SP players can use to try out stuff. I love wasting peoples real money by killing their Aur suits.
Sorry, I should have said that CSM advised CCP against it, and that it was to avoid the appearence of P2W. I know that Aur gear isn't any better than isk gear, I use a couple of pieces for exactly what it's meant for, to try the next level when you've not got the SP for it yet. I've found that not only is the gear not actually the same as the isk gear, it usually costs more in PG and CPU as it's isk equivalent. But sometimes I just want that 2% more and have PG and CPU enough to spare. Most of my fits are paid for purely in Isk though as it can be tight to fit everything I want onto a scout suit.
