I agree that depleting stamina before shield/armor upon fall impact is a good temporary fix. But overall, scout suits should roll over upon landing from a moderate-to-high fall as a way to reduce damage. We are nimble ninjas after all with minimal gear and plenty of flexibility.
OK, CCP. When are knives finally going to be improved?

I would think scouts take less fall damage because the suit itself is specifically designed to better disperse the impact from landing.
Try jumping out of a second story window in tennis shoes. Then try the same in heavy boots while holding a 50lb dumbbell in each hand. You get my drift? But yea the velocity of the fall would be the same, but I am not sure why you brought that up.

I think the fall damage is to harsh for all suits but especially for scouts. I have to put a complex shield extender in my one high slot just so I don't always go into armour from small jumps. It's ridiculous.
Please fix the mic bubble bug...

Physics 101 Why scouts should take less damage. Force equals mass times acceleration. Weight is a force which is an objects mass time the acceleration of gravity. Assuming two objects of different mass fell from the same height. The object with greater mass would fall with more force even though they'd both fall at the same rate (ignoring air resistance which is negligible for this scenario) The energy on impact would be the force times the distance traveled. The heavy would have more energy on impact than the light suit, so in theory it should take more damage. In the end even though the heavy takes more damage it has more eHP to absorb the impact energy. Light suits should take less damage from a fall as they fall with less force and therefore hit the ground with less energy.

In this case my heavy landing on the ground should have splash damage around it and impact damage if you land on somebody. (Just for lols)
In terms of taking less damage per frame size, would make sense. I would also think Light frames should be able to glide to a certain extent on longer falls. Right now the movement in air isn't very much at all.
