Really what we're seeing is the advent of 'active' shield tanking where there is going to be more emphasis on taking cover for a couple seconds and getting rapid shield regeneration to offset a low base HP. If I were a Caldari Heavy I'd run a Regulator in my low, 1 shield extender, and then a mix of damage mods, energizers, and rechargers.
You have to remember that a flux grenade will royally **** these guys, even with splash damage reduction.

The 1 second depletion delay is obviously wrong, as depletion delay is always longer that natural recharge delay. I'd expect a value of 6 seconds.
Regardless, 4 seconds really is not THAT long, and the Caldari heavy needs that in order to sustain its HP. Keep in mind that even with the Sentinel bonus, the Caldari Heavy is going to take around 106% damage from laser weapons and even with 25% reduction to splash damage, a single flux grenade is going to wipe out its main line of defense. The CHeavy needs to be more focused on rapidly regenerating its shield HP and not so much on buffer like an armor heavy would.

FFS the armor fanboys need to give it a break, shields have been under powered for months and I really hope CCP mimics the 1 delay to Caldari Assault suits so people can actually realize there are flux grenades in this game.. And shields could maybe serve a purpose, that is, other then the contrary to armor fanboy beliefs "shields are only made for long ranges"....

Ps: fix kb/m Apparently someone forgot there are Locus Grenades in this game.
The difference being that locus do significantly less damage than flux grenades do. They are also capable of outright killing someone, where flux is not.
Don't get me wrong, there are lots of explosive weapons that **** up armor, that's why the flux is so strong because it is a balancing mechanic.

Locus obviously hurt shields but at -20% damage.
Now I do know that explosives were registering too much damage before, I'm not sure if that is still an issue or if it has been fixed, so that could be part of the issue you're experiencing.
