Not that ridiculous, actually. It gives them a dead cat bounce if they get hit by a flux. You have to press them immediately if you flux them or they start regenerating.
The only thing I'm worried about is players throwing on modules to lower it even further. Some weapons have a low enough rate of fire that the suit could get a cycle between each hit. Maybe that's the idea, that you don't go up against a Caldari Sentinel with a shotgun, but it seems like there's a potential problem there.

I believe it's been fixed. The way shield depleted recharge delay is supposed to work is that it gets reset every time you receive damage. This was a pretty well-publicized bug with a number of people complaining about it and videos demonstrating the problem.
It's important to keep in mind that some weapons may have a ROF lower than the potential shield recharge delay of a Caldari Sentinel, making these suits particularly strong against such weapons. And if you flux them, you'll need to strike immediately or lose your advantage. I suspect Caldari Sentinels will be an all-or-nothing proposition: if you can't manage to waste it in a couple seconds, it will be nigh invincible.

But if this holds true it looks like the shield reset only uses the depleted value on the shot that depletes the shield and not any shots following that. So unless the caldari backs out immediately after his shield pops he won't get the 1 sec delay, he'll get the 4 second Interesting. That sounds like a bug to me. The way I see it, if you get hit and your shields thereafter are 0, you should get the depleted recharge delay. This could make the Caldari Sentinel a lot less powerful than it appears to be on paper, although it's also a hidden buff to every other suit out there. I suggest creating a video and then posting it in the Feedback section (in case it isn't a bug, which I feel pretty sure that it is).
