Why is he "heavy" in first place , Shield Extenders do not add weight and the size of shield neither. This suit will have no reason to be slow as Amarrian one . Amarr will had the advantage of large amount of shield and armor meaning it will be less susceptible to any particular damage type. Caldari will be particularly weak against Flux grenades, even with blast damage reduction. With so much of their EHP invested into shields, 1-2 fluxes would leave them about as weak as a scout. 1.8 Analysis - Sentinel Damage Efficiency Calcs

I think before skills and mods the caldari heavy should be running around 600 shields base and around 150-200 armor. Four high, one low in direct opposition to the amarran sentinel. That way there's enough slots that adding extenders and shield regenerators will be viable over damage mods since once you pass three mods they're not worth the investment. I firmly believe the caldari sentinel and the minmatar will be the go-to heavy dropsuits for AV.
