So since according the CCP Remnant, it would seem that scouts namely GA, AM, CA are going to have no side arm. Will the current Gallente scouts that are probably skilled into several side arms get a small respec to correlate with the removal of a slot, similar to what happened with vehicles.

Probably, but sidearns are a weapons issue and considering in the 1.8 patch it will be about infantry "in this case scouts losing their side arm" I can't see them doing a blanket weapons respec as well.

Page 7 of the dev post link is where he starts talking about scout losing their sidearms for the extra EQ slot.
