They could release variants that use the same model and the same skill but has a different layout and tweaked stats. We have a Combat Rifle and an Assault Combat Rifle that use the same skills with the variant generally being a weaker copy of another race's primary role. Why not have a primary Scout and an alternate for each race? (Extend this to the other suits as appropriate.)
The primary role of the Minmatar Scout has always been Assassin. The secondary role could be Recon/Pathfinder/Whatever and loses the sidearm slot for the equipment and maybe some weak attempt with some scanning bonus. The primary role of the Caldari Scout is shaping up to be electronic warfare but they could have a variant that gains a sidearm and loses an equipment to be the weak attempt at a Caldari Assassin. Of course, they would focus on long range combat being the cowards that they are and would get some form of bonus to Sniper Rifles.

You're kidding yourself if you think this bonus makes Minmatar Scouts in anyway unique.
Damage of Ishukone Knives, quick swipe = 534.8 Damage
Full Charge = 1069.6 Damage
Cool. Now, how cheaply can you make a Minmatar Scout fit that handles all of that except for 3 equipment plus can still carry a light weapon? I've said it before but the real beauty of this game is being able make suits do things they were never intended to do. You can make this fit that is fast, more durable than a scout and carries more equipment. The downside is that its expensive and doesn't have a second weapon.

You're Proto fit doesn't have three Equipment. What is your fit anyway? I should be able to stitch together an Assault suit with a Primary + Knife Later(TM) But for now, I'm off to enjoy my cookies. (Also, suit cost shouldn't matter in competitive game modes like PC)
You think a knife only fit is competitive in any mode?

Remnant said that the Minmatar will most likely keep its current slot arrangement.
