Aren't knifers always talking about how effective a counter back pedaling is to knifing? A logi knifer is going to have it much, much worse than the min scout (as long as charging while sprinting isn't added).
Edit: Anyways, release the T3 assassin class. Problem solved.

In all honesty, who spec'd into scouts like myself to be in combat and not a little sissy?
This is an FPS. All suits are in a combat role.
You want scouts to be direct combatants just like Assaults and Heavies.
I and Knight want scouts to be indirect combatants that cripple the enemy before they kill them. In no way does being an indirect combat specialist eliminate you from being able to take a part in combat. My gallente scout doesn't receive any combat bonuses and I do just fine in the killing department (and would continue to do so without a sidearm).

If you want the scout class to die, then yes, yours and knights ideas are fine.
You seem to be confused as to how I am using the terms "direct combat" and "indirect combat"
Direct combat - Rush enemy (regardless of what direction you choose to do so), then shoot enemy.
Indirect combat - Find enemy group, cripple enemy group (tacnet jam, webify, etc.), and then shoot weakened enemy.
Notice both still end in combat.

Which is why the scout's role bonus needs to be expanded to all EWar (not just cloak), the logis bonus restricted to non-EWar equipment, and for EWar to have a high fitting cost.
