A couple things you have to remember when using precision enhancers.
1) It starts with your precision scan rating. So 60Db for heavies, 50 for mediums, and 45 for light. The skill itself increases your scan precision by 2% per level. So at max you get to 54,45,40.5 respectively...all before mods. 2) It is heavily dependent on range. Base range is 10m for heavies and mediums alike. 16m for light frames. The skill increases 10% a level. So max for heavies and mediums is 15m, 24m for scouts (Gal is 36m) before mods. 3) Passive scanning is on all the time, if enemies are in your range and have worse Db rating they will stay on your minimap. They do not get "You have been scanned" message.
Do not doubt these mods...Imagine the tactical advantage you get from these.
They are most useful on scouts but that doesn't mean other suits gain nothing from their use. Remember that in conjunction with range amplifiers they are very strong. One could argue that an active scanner trumps passive scanning but there are advantages to both. |

Necroing the thread a little bit but I'll answer the question. Your Minnie scout had no range. Without mods he only reached 24m if he had Max range skills, the first circle on the minimap is 20m.
If you were using anything with longer range than 24m you most likely weren't realising its full benefit. It is extremely useful for closer range weapons like NKs/shotguns, for defending objectives, or in an area with lots of cover.
It is most easily fit on scouts but scouts aren't the only ones who benefit. A passive scanning logi can scan at like 25 Db with like 40+m range. That can pick up a scout who is only trying to get below proto non-focused scanners.
The way Active scanners work killed passive scanning for all but the scout: passive scans are not relayed to your squad, active scanners have further range. What really kills passive scans though is active scanner spin & scan overlap (you can easily keep areas perma scanned), removing the greatest advantages passive presented.

Depends. A maxed out scout with a precision mod picks up anyone over 32.4 Db...that's better than a medium with max dampening and a complex dampener. Your going to see 90% of people, so few run multiple dampeners if any at all.
Depends on the ADV scout, is he maxed skilled? Is he running dampener mods? A proper Minnie scout can pick them up if they are not running dampeners and can pick up all mediums unless they are running 2 complex dampeners. Not everyone is max skilled so you'll see most. |
