Red line? Why limit your target selection or hamper your team with such tactics?
You can aim while cloaked 200 M away in the middle of the map, shoot and scoot to a safe location and your enemies will not be the wiser.

There is currently no solid evidence to support this, only a slightly misleading role description on the Cal Scout, but it's still speculated that we can fire while cloaked, which makes sense for the Min Scout, it would just get annoying to have to decloak every time you're about to backstab a target.
The cal scout racial also supports this as well, along with its description, thus shooting while cloaked is what they currently have on the test server.

Again, misleading, the Flaylock's description says it has a guidance system to track targets, last I checked, it still uses dumbfire. We currently have know idea of how cloaking will exactly work, we still know about as much as we knew last month when Remnant was interviewed, and even if we went on the "Assumption-Train" everyone seems so tempted to ride all of this is still very much subject to change and to make it worse, we have no clue when we'll even see any of this. I understand that we're all excited for the new things coming out in the near future, but I really think we should all calm down and think about our criticism of things that don't exists yet, not saying we shouldn't criticizes, just saying we should be more reserved and constructive then how we currently are.
You can ignore the description, but I think its a little harder to ignore the cal scouts test server racial because there is a shooting cost when cloaked and that is inferred from the fact that the cal scouts racial reduces that.
"all is subject to change" but at the moment this is how it is sitting in the test server.

1. Them proto scanners will pick them up for sure if they are NOT wearing Gallente Scout Gk.0 with all four complex profile damps. Considering snipers rely heavily on having lots of high-slots, the Gallente scout won't be something redline snipers would even look at. 2. If they are in FW, teamkillers will deal with them.
You bring up the main point people miss, a scanned scout is a dead scout, cloak or not, especially with the dps and tank increases of the other classes, and since the gal scout has the dampening bonus that means you can only reduce the scouts innate profile to low without breaking the gal scout, thus most of the scouts are going to be easy to scan down and kill.
