So while scout changes aren't included in the info from SiSi, I don't see that as a reason why we can't get involved in the wild speculation like everyone else.
Based on what we can see for the Medium and Heavy bonus changes, does any one have thoughts on changes for the Lights?
Following the common dropsuit format, there should be a common Scout suit bonus, coupled with a race specific bonus.
Unless they're making changes to how scanning works, I expect that scout suits will retain their 5% reduction in scan profile as the common Scout bonus, but that still leaves the racial specific ones.
From the details of the other (unverified) changes, it would appear that they're moving away from giving bonuses to specific weapons (goodbye nova knives), but still retaining bonuses to specific equipment. However, putting equipment bonuses on Scouts would result in cross over between Logi's and Scout suits (only remote explosives are unaccounted for in the Logi's), so I would expect that we're looking at module focused bonuses instead.
so maybe something along the lines of:
5% reduction to PG/CPU cost of biotic modules per level 5% reduction to PG/CPU cost of scan modules per level 5% increase to biotic modules efficiency per level 5% increase to scan modules efficiency per level
Alternately, the Assault suits show bonuses to specific modules, so it may be more along the lines of:
5% increase in speed modifier efficiency per level 5% increase in endurance modifier efficiency per level 5% increase to scan enhancer efficiency per level 5% increase to data miner efficiency per level

Well, all scouts will have a bonus for the CPU/PG reduction for cloak if and when it comes out.
Other than that, I hope the passive scanning thing stays and possibly get some of our speed back. |

I wish the basic suits had a bonus that was also applied to their specialist suits.
Mini light 5% hack bonus per level (applies to both light and scout suits) so a reason to level up basic beyond 3. Mini Scout 5% bonus to mini sidearm weapons reload and weapon swap (SMG & Flaylock)
Turrent - the sound a tankers pants makes when he finds out the four swarm militia doing squats around him aren't AFK.

All I want is this for my Minmatar scout.
Scout Skill: 5% Dampening per lvl Minmatar Scout Skill: 5% Bonus to Biotic Module Efficacy.
9.0m/s Sprint Base 7.0m/s walk base (so they can almost always catch up to other med frames no matter what) 200 Base Melee (they are "unmatched in hand-to-hand combat") Profile is 30 at base.
With a single Complex Melee mod, you can reach almost 375 Melee damage (50% increase for a Pro Melee mod, bonus from skill increases it by 50% and 25% for the class.)
200*((50*1.75)/100)+1) = 375
For those who don't understand the math above, I took the 50% Melee mod, and Multiplied it by 1.75, to reflect the 75% increase in power. The division by 100 is there to make the number 87.5 from percentage into decimal form. The addition of 1 is to reflect the new bonus. A 50% bonus is equal to 1.5, so a 87.5 percent bonus is equal to 1.875. Multiply by the base and you have your new number.
Also, this will not help the Kincat's much. Which is why the base speed is increased. Even with the bonus from skills and the new bonus to biotics, a proto kincat will only provide a 15.6% increase in speed. Which at a base of 8.31 (maxed passive speed), equates to sprinting at 9.6m/s with a single kincat. By raising the base to 9.0, the new passive max becomes 9.45, and the bonus brings it up to a healthy 11 m/s. Good for a Minja. We are supposed to be fast. We only have 170 base eHP anyways.
Stamina will get a great bonus too. I'm not familiar with it's math, so I wont even bother.
Profile dampening needs a buff on it, so I lowered the profile. The new Gal Logi can scan with a proto scanner at 21 dB. Right now, a fully specced scout hits a profile of 30 without modules. By lowering the Profile to 30, with FULL SKILLS, a scout can reach a passive dampening of 20.25. This is necessary.
These bonuses will turn the Minmatar Scout into a fast, deadly CQC glass cannon. The ability to melee wounded targets and it's rapid speed and large stamina will let it rapidly and sneakily flank targets and disrupt the enemy.
Thoughts?

I think its well thought out, it allows you to literally benefit from all your slots, its a unique role and solidly favored scout to have a biotic scout, it fits the min hit hard and fast philosophy, worst case scenario I think CCP might be looking to give it a hacking bonus since it was recently taken away from the min logi, but obviously I like your idea more,
the gal scout is my guess which is going to either have less shimmer or reduced profile

Scout Class Bonus: 5% reduction to profile signature per level and 10% reduction to cloak CPU/PG per level
No need to mess with the profile signature bonus, it works great. Just need to add in a bonus to the cloak fitting. CCP said they wanted it to be a big bonus so a scout can fit it without sacrificing much. At 10% per level, this gives the scout up to a 50% fitting reduction. I'm still not sure if that is enough.
Gallente Scout: +10% scan radius per level I have a prototype Gallente scout alt with complex range amplifiers. This bonus is amazing, no need to change.
Minmatar Scout: +5% hacking speed per level I've been saying this for months now and people are starting to catch on. This makes the most sense.
Amarr Scout: +10% stamina and stamina recovery per level Amarr suits have the most stamina, so play on that. This scout may not be the fastest, but it will cover more distance in the long run.
Caldari Scout: This is where it's tricky. Gallente are always good at scanning so their bonus makes sense, but Caldari is supposed to be best at jamming. However, we have no jamming modules and such. And I know a few people like to say "Give Caldari scouts a scan precision bonus." However, this would hardly be useful as scouts can already detect other suits quite easily. All this would do would be help the Caldari scout scan other scouts, and even then it would have to be a really large bonus to counteract the profile dampening bonus all scouts have.

first codebreakers are gallente technology second the slot layout is way better for such tasks
What I want to see for the minni scout is a bonus to RE's something like +5% damage and blast radius.. |

Knowing ccp they will do us like they are doing logis. The scout bonus will be 5% to profile dampening and the racial bonus will be to cpu/pg reduction to either kincat modules, profile dampners or the ewar stuff when it comes out.
If you accept your limitations you go beyond them

I hadn't noticed that code breakers were Gallente but it makes sense. In going to miss my hacking bonus but Gal scout seems like a good home for it. Maybe I'll even cross train some day.
I also like the idea of Min scouts being explosive experts.

This should be a change in game mechanic for light frames (scouts for sure) and not a bonus.

I think it'd be ok for the Caldari Scout to have a 5% bonus to Scan Resolution per level. It'd be the "Anti-Scout-Scout".

Personal Opinion:
CCP has asked Scouts to wait ... 8 months ... because they're working on cloak. Frankly, most of us have learned to avoid LoS, so most of us will have waited for something we didn't exactly need. I like the idea of Cloak, but I wouldn't mind if they made it specific to a special "ghost" suit, instead of making ALL SCOUTS WAIT FOREVER for a decent suit.
So ...
1) Make a Dev Blog about a special Ghost suit, coming soon in 2015. 2) Restore Scout slot configs, speed, stamina, scan range, CPU/PG and everything else nerfed since Chrome. 3) Make today's Scout effective; make today's Scout Community happy.

This. I have no specific interest in cloaking and, to be honest, I'm not confident of CCP's ability to implement it in a way that isn't broken. I'd hate for Scouts to end up getting a rebalance around a single mechanic because it ends up as FOTM. |
