@Jackbubu Terrible bonuses are terrible.
The cloak is far to situational for it to be the centerpiece of any specialization.
Not to mention we lose our scan stealth, I.E. One of the few good things about the scout.

My guess is that the cloak will have a limited charge amount where each use reduces the charge by some amount. The cal bonus will make it so they get more uses out of the cloak.
E.G. Cloak has 100 charges Each use consumes 20 charges Cal scout will consume 15 charges per use instead

First off, they removed the scan profile reduction. It's possible the suit now has a much lower base scan profile, but until CCP confirms as such, the scout is very much screwed.
Second, the cloak is a very situational tool and only one of a number of equipment/modules the scout should excel at using. Shoehorning all scouts into cloak users is terrible. Imagine if the new logi bonus was a reduction only to uplink fitting costs and each logi got a bonus to one aspect of the uplink (clone count, spawn time, etc.).

Precision bonus - If I have two lows, I would gladly make a passive scanner scout hunter fit Shield regulator effectiveness bonus - Let me have a fit with crazy low shield regen delay (again, need 2 lows) Rail weapon range increase - I will gladly become a sniper while I wait for jammers etc.
Not sure what bonus the Amarr scout. Each race specializes in a certain type of E-Warfare in EVE, right? What do the Amarr specialize in?

Now that I've seen the Caldari Scout's dropsuit description, I'm not really seeing how the cal scout bonus is going to be useful.
If you are already cloaked, wouldn't you start shooting them while they were facing away from you? Unless TTK goes up by a fair amount, the extra time cloaked while shooting isn't going to do much good.

Yes, they will. The current profile they are considering is 35dB.
