Thanks for removing the thing that made me spec into the Minlogi in the first place, sweet, well played. And yes, you said the bonuses were temporary, but could you have chosen anything LESS suited for the Minmatar logi? I mean, seriously? If they switched the Minmatar and Gallente Logi bonuses, people might be happier. Minmatar are better for flanking and what is better for flanking than a good Active Scanner? Gallente of course are the Brick Armor tanks, so would the Rep Tool bonus not make sense for them?
Hand/Eye coordination cannot be taught. For everything else, there is the Learning Coalition.

I understand the anger of being switch from Hacker to Healer but besides that there isn't much to complain about. You realise how much that would help a lot of repair logis on the field? Now with the Gallente Bonus I can only hope to assume the are making changes to the current Active scanner in conjunction with the new Gal. Logistics bonus. Most demolition experts go for the Minmatar Logi suit for its speed. There is nothing wrong with the Rep bonus for a Logi-Bro, but the Gallente Logi has long been considered the iconic Logi-Bro suit, while the Minmatar Logi, although still very good for Logi-Bro, has always been the suit of choice of Combat Engineers and Demolitions Experts.

P.S. I'm in no way a person that likes giving out respecs, often telling players to HTFU with their hasty, ill thought out decisions and FoTM chasers but this legitimately calls for a respecialisation. That sums up my thoughts on the Respec as well. This warrants a refund of all skill points in the Dropsuit Command skill tree.
And I am actually not bias, as my Heavy used a BPO and has no points in Dropsuit Command, while I would likely skill Fox back into the suits he is skilled into now.
