Unless CCP is also changing the suits themselves, the proficiency skill, and the damage modifier modules, this looks a little like power creep to me.
More damage, faster reloads, weapon resistances, explosive resistances....
Keep this up and in another year we are going to end with suits with over 2k ehp, that will still die in 1 second against weapons with a +25-40% damage (modules+bonus+proficiency).
New players are going to get so destroyed. Oh wait, they are destroyed right now. Now that I think about it, they probably wont notice any difference between dying in 0.5 seconds or 0.25.

Considering that the Sentinel bonus(es) aren't per level and seem to be static (subject to change) it might be privy for new players start out with the Sentinel and work their way outward from there. Looks like a pretty nice selection for a new player, actually, with more base HP and less focus on fitting selection.
I had not notice it, but It's true that it doesn't say anywhere in the description if the Sentinel Bonus is per level or not. Thanks for pointing that out.
The only thing I can say, is that if it is not level depending, it will be a pretty useless bonus, about 40 hp extra hp for a 1500 hp sentinel, although better than the current one. However, chances are that the suit bonus is per level, like all the others.
I am waiting to see if they have changed suit stats also, or if they have embarked on the slippery slope of power creep.

*Logistics bonus: Good. Part of the OPness of logi suits came from the free complex armor repper they had. New bonus makes more sense.
*Racial bonus:
-Minmatar: Good, but wrong race. -Amarr: Insanely good for PC, almost OP with the current uplinks. (spawning back in 2 seconds?) -Caldari: Insanely good for PC, almost OP with the current nanohives. -Gallente: Gamebreaking and completely OP in both PC and pubs with the current scanners.
*Assault:
*Assault bonus: Meh. Useless for Lasers, SR, CR, SP. Maybe other weapons.
*Racial bonus:
-Minmatar: Lower TTK. Just great. Seriously CCP, just get rid of damage modifiers or nerf them. -Amarr: lolbonus. Got trolled by CCP compared to the other assaults. Almost useless. -Caldari: Really good bonus. Maybe too good. Not in the mood to make the numbers, but we probably will start seeing 1k+ hp assaults, or close. They probably will still die in 1 second... -Gallente: Same as caldari.
*Commando and Sentinel:
Still unsure.
I am still waiting for the suit stats, and I know that this is all subject to change. But if everything else remains the same, then I am afraid that this is indeed a power creep.
This will end looking like a Disgaea game: 10000hp suits, AR with 200 damage per bullet, repairing from 50 meters, scanning a fly from 200 meters, autospawning in 2 uplinks at the same time...
I know I am exaggerating a lot, but I just don't like this.
