1. You don't want to disable people's ability to play whatever matches they want to. Permanently or semi-permanently limiting players choices is rarely a great idea.
2. Without timers, almost all fights would be no-shows. It's not like people are going to chill out sitting on their district 24/7 waiting for some guy from Japan to attack it when they should be asleep.

If you remove timers, you can't defend your district. Because other people can attack it at 4 AM while you're asleep.

This has nothing to do with hardening up. Losing your district while you're asleep is not only bad for you, because you don't have a chance to defend things you worked hard to get, but taking a district from someone who's asleep provides no gameplay. Attacking a district when the enemy team isn't there isn't fun. Trust me, I've done a number of no-show matches, and it's really not much fun.
It's fun for neither party.

Completely false. On a really good day, we'll *peak* at 4,000 during the busiest time of the day. Throughout the course of a day, server population ranges between a couple hundred and a few thousand.

No. The game is never "always at least" anywhere roughly near 4,000.
In most cases, the game population is in the mid-3000s or below. And most alliances are largely based in specific time zones. Particularly, with the incredibly small player base in the Asia/Oceanic region, it'd be nearly impossible for every alliance (much less every corp) to ensure 23/7 combat viability.
And I say this as someone running one of the few alliances that can support combat through multiple time zones.

First of all, ensure that attacking a district always costs money, to ensure there's no good way to permalock a district without it being expensive. Next, move the primary profit from PC from passive ISK generation to active. Actually fighting making most of the money. And finally, rather than have districts generate ISK, make districts cost ISK to maintain.
By making district holding a cost, it becomes something you only want to the extent you intend to use. You will want a district for each fight you'd like to have in a day. Want your alliance to have five fights a day, get five districts. But you won't want districts just sitting unused, because they cost you money. It's the income from playing on those districts that pays for them.
No longer will any corp desire to hold more than a handful of districts, and people will only be able to prevent attacks on their district for a costly quantity of ISK.

I could use the ISK. I can think of a worthwhile community project to invest it in. ;)
It's a shame to hear that one issue on one patch would be enough to make you leave the running. If that's the case though, such a decision is probably better made now than halfway through a term. I'm pretty crushed that it doesn't sound like AV fixes is in this patch, and that, they're in fact, even worse. (CPM have admitted the AV nerf inherent to the infantry changes went right by them, so even if AV changes happen, they won't be enough.)
