Most contracts are fulfilled by a bidder and rarely are weapon contracts given to the lowest bidder as each contract has sets of requirements in multiple areas like functionality, stress tests, situation descriptions, material requests, and many other details outlining the function of the desired item.
If the contractor - person desiring the weapon - actually chooses the bidding method for contract choice instead of staying with an established or trusted provider then the bidder is chosen through a bidding system where every bid is analyzed and rated on a point system for each requirement. After the rating if there are any questions or a tie then the parties are contacted for further questioning to hammer out the next set of defining details. After this the winner is chosen. The winner could vary as price may not be the most important factor that is weighed during the process. Often for R&D cost is not the issue, the result is. There was no, "lets make the A bomb for only.. 2mil." Often it is, "try and keep it within this budget, but if not... we'll deal with it." Meaning that the manufacture must also meet the requirements for the product as well, if the developer is different from the manufacturer.
Ultimately the decision is weighted for what is deemed most important to obtain the result. Cost is often an issue with small items like office supplies or air conditioners, but when it comes to weaponry it is not the rule but the exception. Sorry everyone had to learn here, just using the many years of experience and schooling to help educate the group. I find it a very interesting subject and have thus based my career off it.
However,, Tech Ohm Eaven, if you do not claim the US as your nation of citizenship then you may in fact be completely correct. Within the US Government contracting system the Lowest bidder does not always win. The best one does.
Third,The US Military's weapons were actually designed by a private contractor who was paid very little for his creations, but did it because it was the right thing to do to help the US win the 2 largest wars America had ever faced. They originally used .45 caliber rounds that were comparatively superior to the weapons at the time. In fact the Military still does demonstrations for its soldiers where they fire weapons from other countries to show the soldiers that they will have superior firepower in their field situations as they did then and as they do now. - pretty cool stuff to watch.
