SORRY FOR THE MONSTER POST
The only way I can run a viable Min Assault is by abusing the Low fitting requirements of the Core Flaylock and the Republic Boundless.
By using those two weapons (AND NO EQUIPMENT) I can stack 4 complex shields, a complex damage mod, enhanced speed, and a basic plate.
470 Shields 245 armor
8.3 Sprint
I shouldn't be having to sacrifice so much just to get a good fit.
ON ANOTHER NOTE:
I think the Minmatar Assault needs the 4/3 layout instead of the 5/2. Give the Caldari Assault the 5/2 and us the 4/3. It makes more sense, as Min's are supposed to be light dual tankers with huge speed.
This will also discourage the Dual Tanking Caldari that we see all the time. By giving them an extra shield slot, they could conceivably run the following fit (which is oh so caldari)

Amazing right? Fast, tough with excellent regen.
What about the Minmatar? 4/3 layout. (My fit at least) with a CPU/PG buff, as it will still be needed.

Made to be a rapid flanker. Shields should take the brunt of the damage, with 251 armor as backup. When you start taking too much shield damage, you should sprint away and wait for the regen. You can replace the damage mod with a recharger, but I think that flanking is more about doing as much damage as possible in a short period of time, and then running away if they turn to shoot you. Hence the damage is more important than a good regen, as you should be away from danger while recharging, not in it.
Just my ideas on this.

I knew someone would notice that.
Reason is simple. Shields, regulators and rechargers are VERY CPU heavy. Since you don't need the low slots, you might as well use a low and give yourself the extra CPU. It's the reason why he runs so much complex regulators, rechargers, and extenders, AS WELL as that amazing K17 Rep Hive. Heck, now that I think about it, he could probably run a PRO Sidearm too.
I didn't put on the the Min Assault, because he is actually VERY close to max with that suit. It only needs around 3 more PG and 10 more CPU to run the fit I have listed. He sacrifices his equipment because he won't have a chance to use it. Since he is a rapid flanker, he shouldn't be standing still long enough to use a hive or such. Much easier to forgo the equipment, and focus on killing power and speed, rather than staying power.
The Caldari runs the equipment because he has the extra CPU to run it, and it synergizes well with his role. He is a tanked mid-long range attacker. Since he will often be at range (and near cover), running the hive gives him the ammo he needs to provide constant long range surppressive fire. The armor rep is a bonus, just in case his shields break (which will happen eventually)
