One thing there is in a PvE Content-based on the current level of the game is the fact that we have specialist roles that require you to switch out fits to do different jobs in some cases.
This is especially noted in the Infantry - AV dichotomy. All AV weapons are Light / Heavy, and most (barring the Commando) can only carry one of these weapons. While PvE Content, especially if designed to be done solo) would require one of three things;
1) The ability to carry 2 'main weapons' which the Commando can currently do making it the only viable suit choice under current mechanics to PvE in. Unless they retooled the PvE (like many games do) to bend the rules slightly. But that's not really EVE is it.
2) Conveniently provide well-placed (or more difficult to reach based on level's difficulty) Supply Depots to allow constant switch-outs for weapons.
3) Give us the ability to 'trade-in' our main weapon for dropped weapons, or weapons laying around. This would allow us to rearm with a new weapon when the old one runs dry without a nanohive, and give us the ability to adapt, on the fly' to changing PvE circumstances.
From a possible (and I say possible because we don't know exactly what development cycles the Devs use) development investment, the first and third options take significantly more effort, since it requires a full change of some mechanics that don't bleed over into PvP (though option 3 could add some nice flavour to PvP if mid-battle you could upgrade from a militia weapon to a Proto-type one without worrying about PG / CPU).
The middles option, with Supply Depots is doable much sooner with regards to providing variety to missions (mixing in vehicles and other hostiles) as well as allowing replenishment of Nanohives and other equipment.
There are many issues surrounding PvE Implementation, and though I would LOVE, and I mean love to see it implemented soon-ish, I have no illusions about it being done until after a moderate degree of balance is achieved, and the higher-tier of PvP (being Faction Warfare and Planetary Conquest) are distinctly their own spheres of gameplay before we see any meaningful PvE Content.
