+1 , if this is a democracy. My thoughts for an Amarr heavy weapon is actually just a heavy Scrambler Rifle. It'll be charge based with a short spool up time. Think of the RR but it has that spool delay for every shot but deals a hefty amount of damage. This weapon would be good at medium range and poor at close range due to its spool time keeping in line with Amarr favoring longer ranged warfare. The weapon would be automatic (still spooling on each shot though) with an option of a beam shot that lasts 2 seconds, but instantly overheats the weapon. That sounds too close to a Forge Gun for my liking.
How about a Heavy Laser, but instead of having the heat up on the gun, have it be the target that heats up. Have the heat up so it kills an Infantry in about the same amount of time as a Light Laser Rifle, but have the heat and damage continue to ramp up until they reach AV levels if it is a larger target such as a HAV.
Have the heat on the target disparate slowly, so if you go off target for a moment it does not reset, but if you are off target for a few seconds it is more of a setback, and if they find cover for 10 or 20 seconds you are starting from scratch.
Reason for having the heat up on the target rather than the gun is so you canGÇÖt preheat it and fry infantry with AV damage.
Hand/Eye coordination cannot be taught. For everything else, there is the Learning Coalition.

Aisha Ctarl, the original post is well written, and you appear to have plenty of experience. I like your priorities. You have earned a GÇ£LikeGÇ¥ for now, and gained my attention in the runup to the election. So far I like your responses to the various questions posed in this thread.
What roles have you played?
I would also suggest making a thread in The CouncilGÇÖs Chamber forum, then cross linking the two threads. On General Discussion you get more attention, but on The CouncilGÇÖs Chamber your thread wont descend into the back pages so quickly, which will make it easier to find.
