@OP I fully agree with your post +1. Plus it gives the charge variant a standard and advanced version which in my opinion is missing .
However I'd say this should happen once either after another race gets theirs added or all of them.
This way Dust continues to build on its racial weaponry mythos similar to what they did with the different assault rifles.

Caldari should have the long-range variant, Minmatar the high-RoF variants, and Gallente the high-damage variant.
If you haven't realized it yet the charge version is already racial, all or most of Caldari tech has a spool up attached to it since it uses rail tech just take a look the rail rifle and other Caldari weaponry if you haven't yet. Amarr will probably have their own charge weapon but it will not be firing bullets (sniper laser rifle anyone, fires red beams of death! ).

The current sniper rifle is already rail tech, it just doesn't have a basic or advanced version and isn't presented as the flagship sniper rifle. I don't follow your post, please expound upon your thought.
