It is to powerful. All this game is now is just "find the red dot on your radar". Everyone pretty much always knows where everyone else is. It's boring. And the victory always goes to the the team with the fewest noobs on their side, who don't understand how active scanners will get them kill very quickly.
The active scanner is killing the fittings variety in this game. If you're not constantly running, AT LEAST, a suit that is below 36 dB odds are you're going to get rolled, or at the very least go ISK negative for the match, unless you are running in fittings that are 20k ISK or less.
So, outside of running junk std fitting, pretty much your only other option is to dampen. Well what's wrong with that you say. Well I'm glad you asked:
In order to get a medium suit to beat the adv scanner requires complex skills and a complex mod, which will put a med suit at 33.75 dB. So, first off, we are asking noobs to, before they do anything else skill wise, skill dampening to Lv5 and imediately start using complex dampeners on ever suit they fit if they don't want to keep getting rolled. But it doesn't stop there. In order, to counter the active one must give up vital a vital low slot, thus drastically decreasing ones overal ability to survive. On the other hand the active scanner user must make no such sacrifices. With a minamal skill investment (Lv3 to get the adv scanner) you are easily on your way. All you have to give up to use the AS is one equipment slot. Easy enough if your a logi, you won't even notice. If you are an assault, so you'll have to look for a nanohive in order to rearm in the field - no big deal.
Scanners have no real draw back for the user. And beat the scanner costs you the abillity to survive well. And now beating the scanner is even worse.
So there you have it scanner 514.

The kind of thing amuses me when you're whole team is getting rolled by a squad or two of full proto with scanners, because they know where your entire team is.
I do just fine on my own in my radar tanked scout. Shooting people in the back all day long whistling dixie while I play. I am just trying to point out that fact that noobs and most people who aren't dampening are getting ROFL stomped in pubs and this is the exact reason why. And it is killing variety/fun factor in this game.

Adapt damn it, CCP put Dampners in the game for a reason. I wear 2 Complex Damps and rarely am I scanned.

You know all those player at the bottom of the score board EVERY game, going 0/8, 1/15 etc. yup you guessed it all noobs. They are getting utterly slaughtered.

I always forget to count the shields (87 HP) so it's more like around just over 400 eHP on that particular suit.

Now here is the funny thing, you can actually get away with using the AS. Since it's spammed so much, nobody notices or cares about the YOU HAVE BEEN SCANNED if it's been happening all round. Now I can abuse the wallhack in my scout suit. It does need a nerf though.
