I'd rather have:
1: RDV picks up vehicle
2: that vehicle 's modules has to cooldown before you can call that one in
3: repairs are done after cooldowns have ended, and goes at 100 HP/S or whatever the local reppers can do
4: If multiple fits of that fit is available, you can keep on calling those in until you run out (put all fits on cooldown or lost them in fights), and will have to wait until more is available (some comes off of cooldown, or you buy more).
That would work better imo

Recalling a vehicle reduces it to a nano pack which is added to your dropsuit with some icon informing you that you have the pack (perhaps on the weapon wheel).
The pack can be deposited at any friendly supply depot or cru.
If you die while holding the pack, you lose the vehicle fitting.
If you call for another vehicle of the same type, the nano pack is used which allows the vehicle to deploy faster than a RDV delivers (as fast as a recall). If the recalled vehicle was damaged and/or did not have a full ammo cache, the 2nd vehicle will not be at full health and/or be missing some ammo.
If you call for a vehicle of a different type, the RDV will deliver it. If you also recall this vehicle, you will be holding multiple packs.
Accompanying changes: Increased RDV delivery time Decreased recall time
Risk: Even after recalling, your vehicle is still in danger Vehicles of the same type are not at full health/ammo capacity
Reward: Quickly bring out vehicles you had previously called for
Tactics: A tanker could have their tank but also have a cheap and fast vehicle stored as a nanopack. When their tank is in danger, they can get to cover, swap it out for their fast vehicle and easily get to safety.
