Here's why.
Scramblers absolutely suck against armor.
Yes it has a high alpha damage, but when you come across the certain players that have insane amounts of armor plating, the SCR doesn't feel as "god mode" as some people have come to say. I've overheated countless times trying to get through the armor of super armor tanked players.
I'm telling you, there's no worse feeling that letting a charged shot fly, expecting the enemy to have maybe 40 armor left, and them really having 240 armor left. It's the only thing that makes me somewhat panic because it's akin to being caught with your hand in the cookie jar.
The fact that the SCR does struggle with armor so poorly is what made me start using the RR. The RR imo is actually more efficient than the SCR, but is held in check by the SCR's high alpha. The SCR (minus a sniper rifle) is the only weapon that really has the ability to hit that hard and catch players off guard.

Armour tanking seems to be superior to shield tanking - RR is powerful and Scram Rifle seems very powerful with that charged shot.
Running damps also seems to be a bit of a wild card that can come in handy too. I would also say that the scram does not "Absolutely suck against armour" it is just not quite as effective as it is vs shields. (Shields evaporate vs everything anyway)
I am a big supporter of making damage type matter way more like it does in EVE.
Have you gone against a proto heavy with a SCR...it makes me want to cry.

If you overheat without killing the target (which is entirely possible against a strong armour tank) you are completely screwed.
