You haven't even bothered to run the numbers, have you?
The current damage output is perfect for their tiers. You're just not considering the following factors which have been confirmed by people like me, IceShifter, Mr Musturd and the like.
1. Nova knives have double strike. 2. The base damage you see in the stats is the un-charged damage (quick slash attacks) per blade. 3. Minmatar Scout suits have a bonus to nova knife damage built into them. 4. Nova Knife Proficiency increases the damage. 5. Sidearm Damage modules increase the damage output.
Currently, a pair of Ishukone Nova Knives can effectively deal at least 1,200 HP damage when fully charged and everything maxed out with modules and skills on a Minmatar Scout suit.
There. You're dream of 1k HP damage has been around for a very long time.
EDIT: A maxed out Ishukone is enough to scare off even the most hardcore of heavies.

The damage output of the nova knives are not the issue here. They are perfectly fine, even the standard knives are ok. Besides, the standard knives are meant more as a backup weapon for finishing a target in case you run out of bullets.
The issue on the knives is centered around a two factors.
1. Hit detection 2. FoV 3. Sprinting
Hit detection has improved somewhat, but there is still room for improvement. You are now able to apply damage while chasing a sprinting target if you use just the un-charged quick slashes. This is because of the curved damage that CCP has applied to the knives. However, the last time I tested this, there appeared to be a blind spot when the enemy gets too close to you and they avoid damage somehow. This needs to be fixed.
The second factor is the field of vision. So far there is tunnel vision and if your target moves out of the screen, you suddenly lose all track of him and then you go into a slight panic trying to figure out where he is while hoping he doesn't shoot you. The FoV needs to be expanded a bit for scouts or when wielding the knives so that you can get a better idea where your target it at when he's right next to you.
The final factor is the inability to sprint while charging. This is a feature that has been lacking for a very long time since the arrival of Chromosome and as a result this has caused a lot of headaches. It makes no sense that I have to walk to my target with charged knives while the enemy is back-pedaling at the same speed as I am to avoid it. If we are at least given the ability to sprint with the charge held, then we can finally have some real fun.
Beyond that, the damage output for their respective tiers is perfect.

There is your main problem.
You're using a weapon primarily designed to shine for the Minmatar Scout on a Gallente Suit primarily designed for just pure stealth and recon.
The Minmatar is the true ninja of the class thanks to it built-in nova knife damage bonus and better sprint speed. The Gallente is the true stealth suit with an additional advantage towards scan range. Gallente scouts are just an all-seeing-eye suit. I suggest you cross train into the Minmatar Scout if you want to take full advantage of the knives.

Your knives can touch them now. In fact, damage finally registers. The problem is that your sprint gets interrupted as soon as initiate a quick-slash attack. That's the part that annoys almost as much as not being able to sprint with the charge held.
