Respectfully, you are bad at offering assurance and the opportunity to make 10m isn't worth risking 1m, given this lack of assurance. When 4 more people sign up do you intend to stop taking tickets or will you continue to collect ISK? Putting 1m into a legiimate 10m ISK raffle is a potential gain of 9m ISK. If you have 1m ISK to spare, that extra nine is probably not significant enough to be worth it, considering that [u][by the very nature of the raffle/u] you may not see any returns at all.
