I believe the consensus was it wouldn't be OP if the doors had to be open for non-turret passengers to shoot out. To be effective with hand held weapons the dropship would have to be in a stable hover making the passengers an easy target for snipers or normal ground fire. CCP is actually looking into it if I recall correctly.
