Its a proto scanner. The best proto scanner. It better pick up everything. If someone paid the money for the best, nothing should get through.
The problem with scanners is getting a 360 field view regardless of what you use. Whether I run a standard or a proto scanner, I still get 360 intel. I think if puling the trigger stopped all movement until the scan was completed, that would make those scan degrees matter.
Everyone should be scanned by the best scanner, regardless of dampening. But the best scanner shouldn't be able to give you 360 degrees of scanning. Locking movement and looking around during a scan makes scanning much more tactical, and gives those dampened scout a fighting chance, since if they're not in the scan area, they are still unnoticed. |

The dampened scout should be picked up by the scout finding scanner. the payoff for scouts, is the scout finder has such a narrow scan angle that unless you land right on them, you wont hit them, and the scout remains hidden. I'm for cutting the range down to 50, or even 25 meters. Make it that much easier for a scout to get around it.
