I've been reading this thread with no intention of posting. Mostly because I feel that the endless griping about every single thing that you don't wield being OP is an argument not worth wasting time on, because it will never be resolved.
However, as a scientist I have to chime in on this particular comment.
Two is not a sample size. Thirty is not even a sample size. You would need to fight at least 100 battles with each fitting for a viable analysis and even that would be considered a small sample. Also, the fact that you changed suits makes it a terrible, terrible marker of the power of the weapon. You changed variables. The difference in performance could be due to the fact that the RR is simply better with a scout suit. Just an observation, as a scout player, the Rail Rifle is great on scout suits. At its range you are more likely to be invisible on passive scan ranges, and therefore more likely to get the drop on people.
I play a scout, and I can tell you that the RR fits the scout suit very well, strafing, keeping distance and hiding just out of AR and scan ranges is what has kept my scout alive while using the RR. I also plug the RR into my Gal-Assault and find it somewhat less effective, because I can be detected with my larger scan profile. Although, my EHP makes up for being detected.
Furthermore, the opponents in those battles were different, the fittings they were using were different, and your mindset using a free suit was likely different on some level than running around in a Proto fitting. Perhaps you were subconsciously inclined toward taking more risks. Either way, in order to test a weapon properly you would need to fight the SAME people in the SAME battlefield, hundreds of time. Or simulate that using an advanced engine. I'm sure CCP does that sort of thing, and while it may not always equal real play, I don't think any of the rifles out now are broken. They all excel at a certain style of combat. Perhaps your style of combat makes you more proficient with or vulnerable to a certain rifle, and that makes you think it is OP. Things often become broken when CCP listens to small, vocal, minorities of players here on the forums and buff/nerf things into a state of absurdity.
CCP's balance problem may just be listening to us.
